The training is named after Oliver McGowan whose death shone a light
on the need for health and social care staff to have better skills,
knowledge and understanding of the needs for autistic people and people with a learning disability. He died in November 2016 after he was given antipsychotic medication, even though he and his family warned it could be harmful.
His death was determined to be “avoidable” by an independent review.

The Health and Care Act 2022 introduced a requirement that all regulated CQC registered service providers must ensure their staff receive training on learning disability and autism that is appropriate to their role.
This training is the standardised training that was developed for
this purpose. The Oliver McGowan Mandatory Training on Learning Disability
and Autism is the Government’s preferred and recommended training for health and social care staff to undertake.

The Oliver McGowan Mandatory Training on Learning Disability
and Autism is co-delivered by approved trainers with lived experience (expert lived experience) of learning disability and autism. As it is a standardised training package it is transferable between employers.

which adds to our dedication on the success of it.
To summarise, the training covers the following:
• Frequently co-occurring conditions (co-morbidities)
• The laws: Mental Capacity Act 2005, Human Rights Act 1998, Autism Act 2009, Equality Act 2010, Accessible Information Standard
• Reasonable adjustments including hospital passports
• Culture (professional bias and subconscious beliefs) and professional behaviour and its impact on outcomes and other people’s behaviour
 • How to communicate in accessible ways
 • How to understand what the person (and their family) is saying
• Ask Listen Do, which is about making it easier for people, families and paid carers to give feedback, raise concerns and complain and supporting organisations to learn from that feedback.
• Stopping over medication of people with a learning disability, autism or both (STOMP) and Supporting treatment and appropriate medication in paediatrics (STAMP)
